By-Law of the National Energy Research Center
In Accordance With Article 11 of the Law of the
Higher Council for Science and Technology
No. 30 for 1987

Item 1

This By-Law shall be cited as (By-Law of the National Energy Research Center for the Year 1998) and shall
come into force as of the date of its publication in the
Official Gazette.


Item 2
In this By-law unless the context otherwise requires, the following words and expressions shall have the meanings
respectively assigned thereto:

  • The Higher Council :The Higher Council for Science and Technology (HCST)
  • The Minister :The Minister of Energy and Mineral Resources (MEMR)
  • The Center : The National Energy Research Center (NERC)
  • The Council: The Center's Administrative Council
  • The President:The President of the Center

  • Item 3
    The National Energy Research Center shall be established in Amman for the purposes of research, development, training
    in the fields of new and renewable energy and raising the standards of energy use in the different sectors. This Center shall
    be considered as Center for scientific and technological research and part of the Higher Council.
    The Center may establish with permission from the Higher Council branches attached to it through the Kingdom.


    Item 4
    In fulfillment of the goals stated in this By-Law the Center shall exercise the following tasks and responsibilities:

  • Perform studies, research, and experimental projects in the following fields:
    1. Use of the local new and renewable energy sources like oil shale, , wind energy, solar energy, bio-mass and geothermal
    to increase their contribution to satisfy the Kingdom's energy needs.
    2. Development of different methods of energy use and rationalization to increase efficiency of energy use, decrease national energy
    cost and protect the environment.
  • Manage and operate laboratories, units and research and experimental stations to develop and use new and renewable energy sources
    and sell produced energy to the concerned parties.
  • Hold training courses, seminars and workshops to enhance and develop local abilities and technologies necessary for the use of new
    and renewable energies.
  • Collaborate with local, regional and international parties to enhance the abilities of the Center in order to attain the desired goals.
  • Establish an information bank to help in research studies and connect it to the national information database, or any other local or foreign
    institutions of similar goals to those of the Center.

  • Item 5

  • The Center shall have an Administrative Council under the chairmanship of the Minister of Energy and Mineral Resources with the membership
    of the following:
    1. The Secretary General of the Higher Council for Science and Technology.
    2. The Secretary General of the Ministry of Energy and Mineral Resources.
    3. The Director General of the Natural Resources Authority.
    4. The President of the Royal Scientific Society.
    5. The Director General of the General Corporation for Environmental Protection.
    6. Arepresentative from the Jordanian Petroleum Refinery Co. Ltd. to be appointed by the chairman of the administrative board of the Company.
    7. A representative from the National Electric Power Co. to be appointed by the chairman of the administrative board of the Company.
    8. A representative from local colleges and universities to be appointed by the Minister of The Higher Education.
    9. The President of the Center

  • The Council shall appoint, in its first session, one of its members to be Deputy of the Chairman.

  • The Council shall hold its sessions whenever it is deemed necessary, on the invitation of the Chairman or his Deputy when the former is absent.
    The presence of the majority of the members including the Chairman or his Deputy shall constitute a quorum. Resolutions of the Council shall be passed
    unanimously or by the majority of those present. In case of equal votes, the head of the meeting shall have a casting vote.

  • Item 6
    In fulfillment of the objectives described in this by-law, the Council shall exercise the following powers and responsibilities:

  • Studying, and giving its suggestions in the following areas :
    1. General policies of the Center.
    2. Regulations, agreements and programs concerning the Center.
    3. Annual budget of the Center.
    4. Projects of the Center and ways of funding.

  • Taking the necessary decisions regarding the following items:
    1. Development of a yearly work plan and review of the internal notes and suggestions by the President.
    2. Activities and accomplishments of the Center, the yearly reports and future project plans.
    3. Development of cooperation programs between the Center and local or foreign institutions.

  • Discussing any matter that the Chairman of the Council presents to the Council and that falls within his duties, presenting related recommendations
    to the Higher Council or taking the necessary decisions if the situation requires so.

  • Item 7

  • The President shall be appointed, his salary and financial benefits set, and his term shall be ended or considered over by a ruling from the President
    of the Higher Council based on the recommendation of the Minister.
  • The President shall have all the rights stated in the by-law including :
    1. Executing the resolutions of the Higher Council and the Council as well as following up on them.
    2. Managing the administrative, technical and financial matters of the Center and guaranteeing their well -being.
    3. Preparing the budget and presenting it to the Council.
    4. Establishing technical and administrative commissions, evaluating the projects and studies given by the Council to the experts, lecturers,
    advisors and researchers.
    5. Preparing the annual report and presenting it to the Council.
    6. Representing the Center and Signing the agreements and contracts passed by the Council.
    7. Any other tasks given by the Council.

  • Item 8
    The financial resources of the said budget shall be derived from:

  • The yearly amount allocated by the Higher Council in its annual budget.
  • Contribution by companies and institutions to aid scientific research.
  • Profits from selling the produced energy from the different units and research and development stations.
  • Grants, subsidies, donations, contributions, wills and proceeds of trusts made in favor of the Center and approved by the Council of Ministers
    if they are from foreign sources.

  • Item 9

    The Center shall have its own technical, administrative and financial divisions with the needed staff. They shall be appointed, their salaries determined,
    and their terms ended based on the rules and regulations of the Higher Council.


    Item 10
    Based on the consent of the Council, the Higher Council has the right to issue the necessary regulations (instructions) to ensure the implementation
    of this by-law.
